I remember this game made before the 2010s… It had these crazy cars and wild tracks. You could switch between different vehicles, and everything had this bright, neon, RGB vibe. The tracks had loops, anti-gravity sections, and you could go super fast. It felt somewhat open-world, and you could smash into other cars.

    Neon RGB with lots of tricks feels very San Francisco RUSH 2049/Nitronic Rush/Distance. Take a look at those. If it’s not them, let me know how they differ. Racing games are my jam, so I should be able to help you track this down.

      Was also going to mention Distance and Blur, but Blur is more like neon-colored Mario Kart, but with real cars.

        Nitronic Rush? I remember reading Distance was a spiritual successor to it, and wikipedia backs up that thougbt

      unfortunately its none of those even in the comments but I remembered a few stuff like it having somewhat realistic/futuristic cars but they looked like race cars you had these tracks where you suddenly switched from in the middle of them or randomly I think this is one of those games that might be there but no one remembers it enough I just wish I could remember more
